제19대 국회의원들이 세비(歲費)를 24% 대폭 인상한(hike their annual pay by 24 percent) 것으로 밝혀지자

네티즌들이 의원들의 '뻔뻔한 행위'를 다루기 위한 집단행동을 벌이고

(take collective action to address the 'brazen act' by lawmakers) 있다.

국민의 이익이 아니라 자기 자신의 이익에만 급급한 국회의원들에 대한 우려를 표명하는

(voice concerns over lawmakers'serving their own interests rather than those of the people)

온라인 탄원서에 서명하는(sign up for an online petition) 네티즌 숫자가 급증하고 있다.

국회의원 세비 논란을 해결할 묘책을 생각해낼(hit on a clever method) 수는 없을까.

그런 점에서 영국의 독립의회표준기구(IPSA)가 최근 구상 중인 방안은 주목할 만하다(be worthy of note).

의원들의 이기적 행동에 대한 국민의 계속되는 분노를 가라앉히기 위해

(in a bid to relieve continuing public anger over the lawmakers' selfish behavior)

의원들의 세비를 영구적으로 일반 근로자 평균임금에 연계시키자는

(permanently link the lawmakers'annual salary to the average wage of ordinary workers) 것이다.

 

 

영국 의원들의 현재 세비는 6만5738파운드(약 1억1850만원), 일반 근로자의 평균임금은 2만6200파운드(약 4724만원)다.

그럼에도 일부 의원들은 방만했던 경비지출제도에 대한 최근의 긴축정책에 보상을 받아야 한다며 세비 대폭 인상을 추진하고

(push for a big hike in their annual salary to compensate them for the recent tightening of their lavish expenses regime) 있다.

IPSA의 방안은 의원들이 자동적으로 근로자 평균급여의 2.5배를 받게

(automatically receive 2.5 times the average salary of workers) 하자는 것이다.

근로자 평균 연봉이 4000만원이면 1억원, 5000만원으로 오르면 의원들 세비도 1억2500만원으로 올려주자는 얘기다.

그러면 앞으로 의원들의 세비를 매년 재검토할 필요도 없어지지(do away with the need for future annual reviews) 않겠느냐는 것이다.

그중에서도 유난히 눈에 띄는(stand out conspicuously) 방안이 있다.

국회의원의 세비를 전국 평균임금이 아니라

자신의 선거구 유권자들 소득에 직접 연계시키자는(link their annual pay directly to their constituents' earnings) 것이다.

그러면 의원들이 자신의 선거구 일반 가정의 생활수준에 더 많은 관심을 기울일

(pay more attention to the living standards of ordinary families of their constituency) 수밖에 없어

일거양득이 되지(kill two birds with one stone) 않겠느냐는 것이다.

이거 참 묘안 아닌가.
