‘개똥도 약에 쓰려면 없다’는 속담이 있다.

지천에 널려있지만(be spread at every turn) 막상 필요할 때면 구하기 힘들다는 얘기다.

다시 말해(in other words) 쓸모 없어 보이는 것도 때론 귀하게 쓰일 수 있다는 역설이다.

독일 베를린시(市)가 길거리 인도나 공원에 널린 개똥들을 수거해 버스용(用) 생물연료로 만드는

(collect dog feces spread over sidewalks and parks and convert them into biofuel to power buses) 계획을 추진 중이다.

베를린 시 당국은 8일(현지시각) 대규모 도시 개 배설물 처리 시험 프로그램 계획

(plans for a large-scale urban dog waste composting pilot program)을 발표했다.

이 계획은 애완견들 뒤처리를 하지 않는(refuse to clean up after their pets) 게으른 개 주인들(lazy dog owners) 때문에

 늘어가고 있는 건강상 해악을 처리하는(deal with the growing health hazard)

다른 한편으로 친환경적 생물연료도 생산(produce eco-friendly biofuel)하는

일거양득(killing two birds with one stone)을 추구하고 있다.

베를린동물보호협회에 따르면,

베를린에는 최소한 10만7000마리의 개들이 사는(be home to at least 107,000 pooches) 것으로 추산된다.

개 1마리는 연간 평균 약 124㎏의 배설물을 배출(produce some 124㎏ of waste each year)한다.

시 전체로는 연간 거의 1327만㎏의 개똥이 쌓인다는(be burdened with almost 13.27 million kilograms of canine crap) 얘기다.

독일에선 개똥을 봉지에 넣어 치우지 않는 것이 불법(be illegal not to bag dog feces)이다.

하지만 재정이 빈약하기로 소문난 베를린(notoriously poor Berlin)은

벌금을 부과할 수 있는 재원이 없다(do not have the resources to enforce fines).

공공장소 유지를 위해 개똥 치우는 사람들을 고용(hire poop scoopers to maintain public areas)할 돈은 더더욱 없다.

고심하던 시 당국은 도시 거리에서 개똥도 없애고 스모그도 없앨 수 있는

(clean city streets of both dog waste and smog) 묘안을 짜냈다(hit upon a bright idea).

개똥을 새로운 친환경 버스들의 동력을 공급하는 생물연료로 만든다

(convert the pooch poo into biofuel to power new eco-friendly buses)는 것이다.

이 계획은 우선 베를린 시내 3대 공원을 대상으로 시범 실시될 예정이다.

공원 일대에 개똥 수거용 생물분해성 나무 삽이 완비된 혼합통들을 배치

(place compost bins complete with biodegradable wood spades for picking up dog feces)할 계획이다.

혼합통에는 환경친화적 화학물질이 들어있어(contain environmentally friendly chemicals)

개똥을 진창 형태로 분해(break down the waste into a sludge)해주며,

이 것들은 정기적으로 생물연료 처리 시설로 운송되게(be periodically transported to giofuel processing facilities) 된다.

일부에선 새 버스들에서 불쾌한 배출 냄새가 나지(emit an unpleasant exhaust smell from the new buses) 않을까

우려를 제기하기도 한다.

하지만 시 당국은 “어느 누구도 이전에 시도해보지 않은(no one has ever attempted before)

야심 찬 생물연료 프로젝트(an ambitious biofuel project)이지만 효율 면에서 확신을 갖고 있다”면서

“냄새 처리까지 할 것이기 때문에 그런 염려는 하지 않아도 된다”고 밝혔다.

베를린 시 당국은 1년 후 시범 운용이 성공적으로 끝나면

2012년까지 베를린 일대에 촘촘히 혼합통들을 배치할 계획(plan to place the bins in a grid network across Berlin by 2012)이다.

시 관계자는 이와 관련,

“누가 알겠나(Who knows?). 어쩌면 어느 날(maybe one day) 시의 모든 기계장비 운전(all of the city’s movements)이

개똥 동력으로 이뤄질 지도(be powered by dog waste) 모르는 것 아니냐”고 반문했다.
