입에 대고 술 쏟아붓는 '치과 의자'酒 법으로 금지

 

영국판 ‘폭탄주’가 당국의 규제를 받게 됐다.

정부가 술집이나 클럽에서의 지나친 음주행위를 제한하는 새로운 법규를 올해 시행하겠다고 공표하고 나선 것이다.

영국 정부는 매년 백 수십억 파운드 상당의 손실을 초래하는(cost the country billions of pounds a year)

과음 문화를 억제하기 위해(in a bid to curb a heavy drinking culture)

악명 높은 ‘치과 의자’ 같은 음주 게임을 금지하기로(introduce a ban on drinking games like the infamous ‘dentist’s chair‘) 결정했다.

’치과 의자‘란 다른 사람의 입 안에 대고 술을 수직으로 쏟아붓는(pour drinks directly into the mouth of others)

일종의 ’폭탄주(a boilermaker) 세례‘로,

유로1996 대회 때 영국 축구선수 폴 개스코인의 축하행사를 통해 유명해졌다

(be made famous by the celebrations of British footballer Parul Gascoigne at Euro ’96). 

 

'치과 의자' 폭탄주

 

영국 정부는 또 ’10파운드(약 1만8000원)에 무제한 주류 제공(all you can drink for 10 pounds)‘

’빨리 마시기 경기(speed drinking competitions)‘

 ’여자손님 주류 무료(women drink free)‘ 등과 같은 판촉행위도 금지시키기로 했다.

18세 이하로 보이는 모든 손님들에 대해선 의무적인 신분증 확인

(a compulsory identity checks on all customers who look under 18)을 실시해야 한다.

그러나 미성년자 음주와 과음이라는 영국 사회문제의 주요 원인 중 하나로 여겨지는

(be regarded as one of the main sources of Britain’s social problems with under-age and excessive drinking)

슈퍼마켓에서의 값싼 주류 대량 할인판매(bulk offers of cheap alcohol in supermarkets)는

영향을 받지 않게 돼(will not be affected) 논란이 되고 있다.

알란 존슨 내무장관은 “새로 도입될 조치들이 저소득층의 책임있는 음주가들을 목표로 하는

(target responsible drinkers on low incomes) 것은 아니다”면서

“정부와 업계는 술잔치를 부추기는 판촉행위에 조치를 취할 의무가 있다

(have a duty to act on booze-fueled promotions)”고 밝혔다.

존슨 장관은 이어 “이번 법규들은 그냥 기분 좋은 밤생활을 즐기려고 하는 사람들의 생명은 말할 것도 없고

(not to mention the lives of those who just want to enjoy a good night out)

사회 전체에 커다란 영향을 미치게(will have a real impact on the whole society) 될 것”이라고 덧붙였다.

영국 정부는 이와 관련, “지나치게 흥청망청한 술자리(excessive boozing)들이

연간 120억 파운드(약 22조2000억원)에 이르는 비용 지출을 초래하고(cost Britain up to 12 billion pounds a year) 있다”면서

“새 의무법규를 위반하는(breach the new mandatory code) 술집이나 클럽은

엄중한 처벌을 받게(will face stiff penalties) 될 것”이라고 경고했다.

관련 법규를 위반하는 술집 또는 클럽 주인은 면허를 취소 당하고(lose their licenses)

최고 2만 파운드의 벌금에 처해지거나 6개월 징역형에 처해질 수

(be fined up to 20000 pounds or face six months in prison) 있다.

‘진탕 마시는 문화’에 종언을 고하고 음주에 따른 범죄와 무질서를 막기 위해

(in order to call time on the ‘binge drinking culture’ and to tackle the drink-fuelled crime and disorder)) 만들어진 이번 법규는

올해 2단계로 도입된다(be introduced in two stages this year).

지나친 판촉과 음주게임 금지(ban on promotions and drinking games)를 골자로 하는 1단계는

오는 4월6일 실시되며(will come into force on Ario 6),

미성년자 나이 검사 등 2단계는 10월1일 도입될(be introduced on Oct.1) 예정이다.
