"숨 막혀 죽겠다(be stifled to death).

인간처럼 살 권리(the right to live like a human being)를 달라."

스페인의 작은 도시 라 토바(La Toba)의 시민들이

시장(市長) 퇴진을 요구하고(demand the resignation of their mayor) 있다.

그런데 그 이유가 좀 얄궂다(have some eccentricities).

최근 시장이 발의하고 시의회가 승인한 '예의 헌장

(the 'Courtesy Charter' put forward by the mayor and signed off by the municipal council)'이

본래 취지와 달리 비인간적 제약들을 규정하고 있다는(stipulate some inhuman restrictions) 불만 때문이다.

 

 

공중도덕 붕괴에 맞서기 위해(in order to combat the erosion of public order) 마련된 이 헌장은

 할아버지·할머니 정기적으로 찾아뵙기(regularly visit your grandparents),

병든 친지 문병 가기(visit sick relatives and friends),

타인의 신체적·정신적 결함 놀리지(laugh at the physical and mental defects of others) 않기,

길거리에 침 뱉지(spit on the street) 않기,

남에게 별명 붙이지(fasten nicknames on others) 않기 등

기본적 도덕 원칙들의 개요서(a compendium of moral principles) 같은 것이다.

출입할 때는 반드시 인사를 할(bow without fail when entering or leaving) 것,

전화 걸 때 상대에게 본인의 신원부터 밝힐(identify yourself to the person you call by phone) 것,

음식을 입에 문 채 말하지(speak with your mouth full) 말 것,

기침하거나 하품할 때는 손으로 입을 가리고 할(cover your mouth with your hand when coughing or yawning) 것 등

당연히 지켜야 할 예절도 포함돼 있다.

문제는 너무나 사적인 행위들까지 시시콜콜 따진다는(quibble over all too private deeds) 것이다.

남들 앞에서 방귀 뀌지 말라는(do not break wind in public) 규정도 있다.

트림 나오는 건 참고(hold back a burp),

차·수프 먹으면서 후루룩 소리 내지(slurp your tea or soup) 말 것이며,

음식 먹을 때는 쩝쩝 소리 내지(make noise when you eat) 말라는 것도 있다.

심지어 생식기 부분을 만지지(touch genitals) 말라,

공공장소에서 속옷을 매만지지(adjust underwear in public places) 말라,

코를 후비거나 코딱지를 떼내지(pick the nose or pick boogers from the nose) 말라는 것까지 있다.

이 같은 내용에 대해 시민들이 반발하자 시장 측은

 "행정처벌 대상(the object of administrative punishments)으로 삼겠다는 것이 아니다.

도덕적으로 부끄러운(be morally reprehensible) 짓임을 알자는 취지"라고 해명하면서도

 "오죽하면 이런 '예의 헌장'까지 내놓았겠느냐"고 볼멘소리를 내고(give a sullen answer) 있다.
